Update
GEORGE NEWS - It's been a long road, but the discourse between George Municipality and the former chief of traffic, Donovan Saptoe, finally reached an end when a settlement was reached last Friday, 11 February, whereby Saptoe walks away without a disciplinary hearing.
"Under the circumstances, I am satisfied," he said on Monday. Municipal spokesperson Chantèl Edwards said they will not provide any comment on internal human resource matters.
The case involved Saptoe's dismissal as traffic chief on 1 December 2020 after a paid suspension of 13 months, after which he lodged a dispute with the South African Local Government Bargaining Council.
Saptoe was found guilty on three charges: gross dereliction of duty (failed to attend a number of meetings); gross insubordination (he disobeyed lawful instructions from Steven Erasmus, the then director of community safety, and showed him disrespect); and the filing of an affidavit with the police in his official capacity (regarding alleged fraudulent activities involving a taxi permit) without informing his employer, George Municipality.
Saptoe said he had to finance his own legal representation and it has already cost him over R100 000.
"I'm obviously relieved it's over and that I can get on with my life. I still feel it's a pity that municipalities use their power against individuals," he said.
Saptoe currently serves as a councillor on the George Council, where he represents the Good Party. "I can now focus on my work as councillor. It was my dream to work as a traffic chief again, so it's not a good feeling, but I accept it now and will continue with my life - also for the sake of my family."
