GEORGE NEWS - George Municipality would like residents to be informed about the importance of supply chain management (SCM) in dealings between the municipality and the public sector.
It is an important function as it governs how goods, services, and works are procured and managed within the municipality.
An effective SCM unit will ensure public procurement is conducted with integrity and promotes good governance.
SCM focuses on sourcing, procurement, logistics, and the management of contracts for goods and services needed for the functioning of the municipality.
A fresh approach at George Municipality
To give effect to Section 217 of the Constitution, the supply chain function at George Municipality is built on four core pillars: efficient service delivery, cost-effectiveness, transparency and accountability, and sustainability.
Two recently appointed senior management personnel lead the SCM team in its endeavours to achieve these principles. Duane Scholtz was appointed as Deputy Director: SCM & Creditors on 1 July 2024 while Adri van der Merwe took up the reins as SCM Manager on 1 November 2024.
Apart from these appointments, there has been further change in the form of logistics. The supply chain management department recently relocated to the 5th floor of the local municipal offices at 71 York Street. Please note that the tender box will remain on the first floor until 31 August.
What we offer and what you need to know
Demand management
SCM assists user departments at the municipality to procure goods and services in a manner that adheres to legislative requirements. An effective system of demand management will ensure that the resources required to support the strategic and operational commitments are delivered at the correct time, at the right price and at the right location, and that the quantity and quality satisfy the needs.
Acquisition management
- Petty cash purchases (under R2 000)
- Formal written quotations (R2 001 – R300 000). This is further split into below R30 000 and above R30 000.
- Competitive bidding process (R300 000+)
When sourcing formal quotations below R30 000, the municipality will refer to the databases and information available to them to source at least three quotes. George Municipality uses the central supplier database (CSD), an online platform where suppliers register their details to become eligible to do business with any government entity.
Quotations and competitive bids above R30 000 are advertised on the municipal website. Tenders above R300 000 are also advertised in the local newspaper. The Preferential Points System is applicable to all procurement above R2 000.

Contract management
It is the role of the contract management unit (CMU) to ensure goods and services are procured against valid contracts and to monitor that both the municipality and the service providers fulfil their contractual obligations at all times.
