The National Society for the Prevention of Cruelty to Animals (NSPCA) and police raided the man's property on Wednesday.
The animal hides are understood to be used for medicinal purposes in China.
Last month, the NSPCA said donkeys were being rounded up, stolen and brutally slaughtered for their skins.
The council’s Nasereth Appalsamy says, “He will be charged, he won’t be arrested but he will be charged. He will be charged with animal cruelty, he will be charged with contraventions of the Meat Safety Act. And he might possibly be charged in terms of the Stock Theft Act.”
