GEORGE NEWS - DA Regional Chairperson Jaco Londt explains what it means if a municipality is put under administration:
"Section 139 of the South African Constitution allows provincial intervention in local government when that municipality fails to fulfil their executive obligations in terms of the constitution or legislation.
"One of these interventions may include putting a municipality under administration. This will mean that there will be no executive positions and that an administrator will be appointed to manage and oversee the day-to-day running of the municipality. A recent example of a municipality in our area being put under administration was Oudtshoorn shortly before the 2016 elections."
Not that simple
Back in 2014, when residents of Kannaland and Oudtshoorn begged to be put under administration, the Minister of Local Government, Anton Bredell, explained that it's "not that simple".
Editor of Oudtshoorn Courant, Hannes Visser, recalls Bredell saying the sewage literally has to flow down the streets before they can intervene.
According to Visser, Bredell used the example of a Boeing heading for a mountain, saying Province can only intervene moments before it hits the mountain ridges, steering it to safety.
