Cross border traders have been protesting against the Zimbabwean government's decision to limit the import of South African goods.
The long list of products retailers can no longer bring in freely from South Africa include bottled water, furniture and steel goods.
Nkoana-Mashabane said that South Africa was doing its best to resolve the current dispute over Zimbabwe's new restrictive laws.
"Zimbabwe remains one of our strategic partners in the region."
She said that the changes don't only affect South Africa but other countries that also use the border post.
