WHO CAN APPLY FOR INDIGENT SUPPORT
- Registered owners and spouse/s of residential properties.
- Occupier and spouses;
- Backyard dweller/s and spouse/s – (maximum of two structures);
- Pensioners;
- Legal guardian or primary caregiver of minors.
TO QUALIFY
- Income not to exceed two times state pension (SASSA) R4 960 per month. (Exclude: Child Foster Care grant, Care Dependency grant, Child Maintenance support, Child support, and Disability grant).
- Registered owner of the property.
- The occupier/s of the property;
- Backyard dweller/s (two structures);
- Be a full-time occupant and stay permanently on the property;
- Do not own more than ONE property;
- Property used for residential purposes only.
HOW DO I APPLY?
Applicant to complete an official application form – (municipal offices or area offices)
WHAT IS REQUIRED?
- Copy of ID document
- Proof of collective gross monthly income of all occupants of the dwelling over 18 years
- Salary advice
- 3 months’ bank statements
- Municipal account
- Pre-paid electricity token;
- Affidavit, if unemployed
- Birth /death certificates and authority letter
- Letter from SASSA if one receives a grant
- SARS number, if applicable
- Where the property valuation is more than R150 000 – a rebate form available

EXTENT OF INDIGENT SUPPORT
RESIDENTIAL PROPERTIES
- Water: 6kl free water per month
- Basic water charge: 100% subsidised per month
- Electricity: 70kWh free units per month
- Refuse removal charge: 100% per month
- Sewage disposal charge: 100% per month
- Property valuation less than >R150 000: 100% rebate
- The consumer must pay for the excess water and electricity that he/she uses and if the property valuation is more than R150 000, the portion of the rate must be paid.
- When the account is in arrears, the debt will be loaded on the pre-paid meter and the debt will be recovered in the form of auxiliary charges at a rate of up to 50% of the value of electricity purchases. This will be implemented until the arrear debt is settled in full.
RURAL AREAS
- A total of 6kl per month of water to rainwater tanks of households in times of low rainfall
- Eskom supply area: 50kWh units will be dispensed by Eskom to households that are connected to the Eskom supply grid.
INFORMAL SETTLEMENTS
Consumers in informal settlements with a pre-paid meter will qualify automatically without applying for the Indigent subsidy. (70kWh units)
INDIGENT: PRE-PAID ELECTRICAL METER
- All consumers who receive Indigent subsidies, must have a pre-paid meter.
- The capacity of the pre-paid meters will be set at:
- 20 Amps – one indigent household
- 30 Amps – with one additional dweller
- 40 Amps -with two additional dwellers
NOTE: All Indigent customers on the Indigent Register (before July 2022) need to re-apply for Indigent subsidy between July 2022 and April 2023.
