A judgment handed down on 31 August by Justice Salie-Hlope in the Western Cape High Court upheld the submissions of the applicants, Justice Alliance of South Africa (JASA) and the Ottery Children’s Home in Cape Town that it was wrong and in breach of the Constitution for the Western Province Government to close down four youth care centres at Ottery, Die Bult (in George), Wellington and Eureka.
The JASA claimed that the plan to place the children housed in these homes in high security institutions that are designed for youth in breach of criminal law was unconstitutional.
