The 52-year-old is appearing in the Cape Town Magistrates Court today.
Interpol arrested him at his home in Green Point on Friday, in connection with a string of child sex crimes.
The State says it is in possession of a provisional warrant of arrest for the Welshman.
The prosecution, however, does not have the formal extradition documents from the United Kingdom in court today.
The magistrate has given them an opportunity to retrieve these documents from its offices in Pretoria.
The accused absconded while on bail after being convicted in Britain about 15 years ago.
He was awaiting sentencing for sexually assaulting boys in Britain.
The man has subsequently worked as a helicopter pilot and it consultant in Cape Town.
