A pilot project that saw an attempted roll-out in Tshwane and Johannesburg led to the legality of the system being challenged in court. Although this did put a spanner in the works, Japh Chuwe, registrar of the Road Traffic Infringement Agency, is now positive that the system is good to go.
Traffic fines: to pay or not to pay?
In an interview with Redi Tlhabi of 702 Radio, Chuwe said, “We are ready with the implementation of the points demerit system. We are looking at (implementing in) the next financial year which starts in April 2016. Then we will roll-out the Aarto, including the points demerit system.”
The Road Traffic Infringement Agency (RTIA) will be responsible for the administration of Aarto. According to RTIA, demerit points will be allocated to both drivers and vehicles. Upon implementation of the demerit system, everybody will commence with zero (0) points.
