Cape Town businessman allegedly manipulated tender system
NATIONAL NEWS - A businessman accused of manipulating the City of Cape Town's quotation system appeared for the fourth time in the Bellville Specialised Commercial Crime Court on Monday.
Nigel John du Plooy faces 24 counts of fraud relating to the city's tender system and three of corruption relating to alleged bribes he tried to offer a network administrator for the city.
Also in the dock was close corporation Consumables-on-Line owner Candice Britt Sampson, but it was unclear what charges, or how many, were against her.
The charge sheet refers to the illegal practice of "cover quoting", the manipulation of the City's three-quote system by submitting multiple quotations as if they were independent quotations.
According to the charge sheet, Du Plooy and Sampson, at all times relevant to the charges, were in a romantic relationship.
The State alleges that they manipulated the tender process by fixing prices or cover-quoting, and submitted two or three quotations in the names of different close corporations belonging to them.
In doing so, they allegedly manipulated the quotation amounts, so that tenders to the value of R1,551,338 were awarded to Du Plooy's company Laser Repair Specialists between December 2005 and the end of June the following year.
According to the charge sheet, the corruption allegations relate to Du Plooy's interactions with a network administrator for the City of Cape Town Cornelius Wiese, who was tasked with fixing cable-related problems at three municipal premises in Kuils River.
Wiese arranged site meetings with three companies, to obtain quotations for the installation of fibre optic cables, which Du Plooy attended.
Du Plooy allegedly told Wiese that his bakkie would "look nice with a chrome bull bar" and later asked Wiese to phone him to arrange for it to be fitted.
When Du Plooy handed his quotations to Wiese, for the installation of the cabling, he allegedly offered Wiese R10,000, in addition to the bull bar, if Wiese submitted the quotations for processing the same day.
Du Plooy and Sampson have not yet pleaded to the charges, and were told to return to court on Tuesday.
