Oslo to tighten anti-terrorism laws

INTERNATIONAL NEWS - Norway is to tighten its anti-terrorism laws, according to proposals presented to parliament by the justice minister Thursday, drawing lessons from the attacks carried out last year by Anders Behring Breivik.

The proposals by Minister Grete Faremo come ten days before the anniversary of the attacks, in which 77 people were killed.

The government wants to make it easier to prosecute those preparing terrorist attacks alone, unconnected to a terrorist group.

Right-wing radical Breivik spent years preparing twin attacks - a bomb placed outside a government building, followed by a shooting spree at a Labour Party youth camp - on his own and unnoticed by authorities.

The laws would also make it easier for police to conduct surveillance operations on suspects, including phone-tapping and the monitoring of internet use, Faremo said.

Taking part in terrorist training camps and possessing material related to carrying out terrorist acts would also be made a criminal offence.

The social-democratic minister said that the government had not yet established how far-reaching the legislation would be and that it wanted "as open a debate as possible."

The debate is to end in November and the new laws are to come into force next year.Author: Thomas Borchert
